Ashley Waters is a proud member of The Rotary Club of Carroll Creek, a 200-member club in Frederick, MD. A Rotarian since 2015, Ashley has enthusiastically jumped into the Rotary community. In her club, she recently chaired their major fundraiser for four years, Frederick’s Oktoberfest, raising nearly $400,000 during that time. She currently serves as Assistant
Governor for Area 5, District Conference Chair, and Public Image Chair for District 7620. Ashley served as Club President in 2022-2023 and served as the Assistant Public Image Coordinator for Zone 33 from 2020-2023. She is a Paul Harris Fellow, a member of the Paul Harris Society, and a Benefactor.
By day, Ashley is the Senior Assistant Director for the Department of Housing and Human Services at The City of Frederick, Maryland. Previously, Ashley served as the Executive Director of Woman to Woman Mentoring, a nonprofit that offers mentoring services to women in her community and as the Communications Manager for The City of Frederick during the COVID-19 pandemic. She holds a Bachelor’s degree in International Politics from Penn State University, a Masters degree in Nonprofit Management from Towson University, and a Doctoral degree in Public Administration from The University of Baltimore. Ashley, her husband, Andrew, and their son live in downtown Frederick.
